Retrospective tax legislation against BP cleanup costs
It was Roscoe Pound in the “Introduction to the philosophy of law” who said: “The law must be stable but it must not stand still.” Stability in tax law is that expenses incurred in generating income that is subject to tax should be deducted from gross revenue before arriving at taxable income.
